Julian O'Kelly

Head of Technology Innovation and Research

Julian helps the BPA membership understand and respond to the opportunities posed by data, apps, shared mobility alongside connected, automated and electric vehicles.  He brings a wealth of experience as an academic and strategist to support partnerships across the public, private and higher education to improve the user experience of mobility and parking, and the sustainable, joined up development of these sectors. Most recently Julian has lead on a partnership with government to streamline how traffic regulations are managed in the award winning ‘TRO Discovery’ project and on a national study of public perceptions of parking.


Kejia Yang

University of Sussex,

Doctoral Researcher

Kejia Yang is currently a doctoral researcher at SPRU, University of Sussex Business School. Her research focuses on how new entrants interact with incumbents to shape the socio-technical system transformation towards sustainability. She specifically investigates the co-evolutionary process among technological change, actors’ strategies, and institutional change. Her doctoral study examines how actors from different socio-technical domains interact to shape wind and solar power development in China, both at the national level but also in two of China’s provinces, Inner Mongolia and Jiangsu. She also involved in Transformative Innovation Policy Consortium project and worked closely with the Chinese Academy of Science and Technology for Development to examine the role of innovation policy for sustainable development in China. Before came to SPRU, she worked as a research assistant at the Institutes of Science and Development, Chinese Academy of Sciences.
